Download the Day 1 patch with an internet connection. After that, the full main campaign is playable offline.
Offline campaign
The official FAQ says a one-time connection is required to download the Day 1 patch. Once that requirement is met, the main campaign can be played offline. Online access remains useful for leaderboards, challenges and account-linked rewards.
What travels with you?
Cross-progression is focused on TacSim and IOI Account data. Treat the following as the official transfer boundary rather than assuming a full cross-save.
TacSim Clearance
Clearance Level, XP, inventory and TacSim challenges are listed as transferable.
IOI Account
Account entitlements are included in the official cross-progression boundary.
Campaign progress
Story progression does not transfer between platforms.
Completion data
Achievements, collectibles, leaderboards and game/DLC ownership do not transfer.

If TacSim progression matters, use the same IOI Account across supported platforms and confirm the platform link in the current client.
